Well that depends. If you take Pelargir alone it won't be very profitable. BUt if you're going to take all the cities around it will bring you a lot of money. The same goes for every city which depends on sea trade.
Moria for example is a city which is very profitable on it's own.
Under TATW trade ruoles and ith the AI - all sea cities which have enough trading partners internally. Given Harads chance to build undisturbed pure sacking should be most profitle in Umbar, if youre looking for something close Goblin City is more profitable than Moria.
In general the most profitable cities are sea cities with a lot of nearby (!) trade possibilities, I have never seen a Gondor city trading with anyone else than Gondor cities or ONE trading partner city if this one was really close.

1 Rhun City near the Sea got 4000+ income with very high Tax and some Moneybuldings are still under construction. =)
But Moria is the best Land only City, how high is the income from Moria with the third Dwarf Mine ?
Hm Goblin Town is also a very nice City.
yeah sorry I meant like stand alone cities. I did suspect moria, so I will go and grab that and goblin city too!

The biggest income I've ever had was in Dorwinion - it generated over 5000 a turn! I had all the trade building and a good governor. Plus, all the cites around the Sea of Rhun were mine (except for Dwarven Kelepari), so the whole region was a giant money maker for me in my Dale campaign![]()
when i played Gondor taking all the sea cities from pelargir till umbar made basecly every province a fountain of money, especially Pelargir, Linhir and Umbar
When i played Rhun for some reason Mistrand (in the sea of Rhun), Dorwinion, Dale and Erebon were awsome money makers
Pelargir is verry good for money if you take all dock citties around also Dol Amroth is nice to they make 7000-5000 income![]()

Moria without trade: 6100

Basicly the most profitable cities are in the Misty Mountains and almost every sea region with some sea trading partners.
