Spawn Large Stacks of Rebel Armies

My goal is to make the rebel armies that spawn to do so in stacks of 20 units rather than the 4 or 5 unit stacks that they typically spawn with. I tried editing descr_rebel_factions.txt by adding 20 units to each type of rebel faction, but this did nothing to help my cause. Does anyone know how to do this or is it a hard coded feature that cannot be changed?

Just use scripts ? And start by adding bigger armies in descr_strat .
