Well it's not rocket science.

If it's on a local level, those poorer places (which probably need it a lot more) wont be able to pay as high a tax for it and the healthcare wont be half as good. Economic decentralisation is individualist, and the whole point of national healthcare is collectivism - those who cannot pay are helped by the richer ones who can.

Still, it's not as bad as having no healthcare at all.

Actually there is nothing decent about Franks who arguably is one of the keyfigures from the political end of it that helped cause this economic mess. He is disgusting low life who always yells and storms off when someone dares question him, yes the woman was a nuttier but this is typical Franks behavior.
