Sally-forth Weather cycle question/query

Greetings all.

A question to throw out there.

Is it possible to make a mod or tweak a file that gives you the option to 'cycle' the weather whenever you sally-forth?

The reason being that when you attack you get this option, and I think it is entirely reasonable, not to mention rational, to only sally-forth when there are optimum weather conditions, preferably ones that suit your style of play.

For example, if I had an army of archers I'd not want to sally-forth in a fierce storm that would offset my chances, but if I had a good army of melee units I may want to go forth under heavy fog.

So, I think this was a mistake by the Medieval 2 team as a general should be able to choose when to sally forth, and think this option would be more realistic. I have absolutely no idea if this is reasonable or easy to accomplish, but just thought somebody may have some ideas?
