Gondor spies in Mordor

My (gondor) spies can't get in any city in Mordor. Even if he's got about 78% he can't do it. I've lost about 10 spies like that, they just cant get in any city in Mordor, but they get in any "evil human" city.
So my question is: is it somehow scripted so human spies cant get in Mordor city?

So it realy is just a huge bad luck? I can't believe it, I realy though it's some sort of script, cause it's not possible that I can get in cities with 34% and then I cant get in Mordor city with 78% - 90% ... well thx, I will keep trying

Had the same problem as you in 3 Gondor campaigns, but only if high ranked generals from Mordor inside. Maybe that´s the link?

I dunno but I think there were just 2 uruk units, but i am not sure

Unless you are trying to attack the settlement, I wouldn't even bother placing your spies in their cities. Even using an Assassin to destroy their structures isn't worth it as they quickly repair the buildings at seemingly no cost to their faction.

Just sit your spy right next to their city and you can gain every single unit in the place so that you know what is there. If you are using spies to force the loyalty rating down, it is hard to do also because Castles are harder to destroy loyalty than are cities...and most of Mordor's settlements are castles.

Can you destroy building with Spies lol never knew that how you do that?

Nope...you can destroy buildings with assassins though. Just click on the settlement and it will give you your chances.

Well but you can train your spies when you just send them into a settlement and let them there for some time, also I wanna have some intel inside the enemy territory
