These difficulties happen to me only when I play Silvan.
Dunno, may be this faction is bugged somehow, but when I play them I manage to establish an alliance with ANY Good faction mostly after I give them some territory

    1) Don't march through neutral/allied teritory without military access.
    2) Don't boost your garrisons in cities bordering your allies, so they don't feel threathened,
    3) Give trade rights, exchange map information, propose deals... just feel like a king.
    4) Don't break deals - always cancel trade rights/military acesses/ alliances via diplomacy before attacking, attack on the next turn. Factions treat you different if you have a trusthworthy reputation.

Diplomacy is a very useful tool, as Dale I used to buy some strategic (for me) cities from the Dwarves and Silvan Elves.
Example: the council tells me to anex Silvan owned Rhonavost. But the Silvans don't have any cities except their capital and Rhonavost. So I retake whole Mirkwood (except Dol Guldur), give the settlements the the Silvans as a gift, and then I demand that Rhonavost should be given to me. They agreed unconditonally!
In my current Rohan campaing in turn about 30 - I'm not at war with Isengard, I even managed to have good realtions with them! (I'm building up my economy and infrasturcture, I will stab them when I'm ready ).

BTW don't give money because the AI has money scripts, but give them military support - attack their enemies.

Edit about relations: And Invasion force from OotMM was heading at Edoras (me as Rohan) so I went at them with a full stack. Ended in a heroic victory for me, the goblin general was captured. Since all Invasion Generals have to be killed to end an Invasion I executed the prisoners. In that moment relations with Isengard switched from Good to Terrible. Strange

I play as Silvan Elves and it was very easy to get alliance and military acces with Silvan Elves.

But usualy I do like this: When I am asking traderights, I give them map information and money (3000- 10 000).
And ofthen I give them little gift.. (maybe some settlement or money (10 000- 15 000)
And when I am asking something big like Military acces and they do not want them with me, I give huge ammount of money 30 000-50 000.

But usualy it is easy to get those so I do not have to give them so much everything.

I have been playing as High Elves and have good relations with all good factions. This was not the case early on, but as my power grew I think they were more willing to make deals with me. But sometimes, I will try to make a deal for map information and/or military access and will FAIL!! but what is funny is that my relations with them (even after a failure to make a deal) will still increase to next level up!

So I think all the tips from Pietrak are good, but it seems also if you just regularly make contact with them for diplomacy, this can help you.

I agree with you if you are strongest faction all factions want alliance with you
As dwarves I got alliance with all remaining good factions (1 left because the others I wiped out but I couldn't whipe out gondor because I like them to much=p).
