Copy the entire line where you write the io_file, perhaps you did something wrong.
Did you launch the game via the shortcut ?

This is my directory address "C:\Program Files\SEGA\Medieval II Total War\Launcher.exe"--io.file_first
No surprise there: the "--io.file_first" thing only works with the medieval2.exe file
Replace Launcher.exe with medieval2.exe
I am not sure if the --io.file_first has to be within the quotation marks or behind as you have it.
You will now go straight into the game, no more launcher.
It has to be out of the quotations, or else the properties won't let you update it since the target path does not exist.

Where ever i input the --io.file_first either at the front or back or in the quotation it jus doesnt work should i put in all the way it jus prompt me cant find target .....

There needs to be a space between the " and - for it to work.
