    Because this is Third Age TW not LotR Total War or War of the Ring TW...

    Because that would mean a weak mordor, no nazgul, no isengard, no rohan etc

    that would make a really good mod..

    Gondor in control of Umbar, maybe have the Corsairs an emergent faction.
    Rhov faction that are in a weakened state, forcing them to be defeated thus Rohan an emergent faction once Rhov are defeated.

    Stronger Kingdoms in the west, I.e. Enedwaith.

    We'd have the siege at Dol Guldur, The Witch King in Angmar and the struggle with remnant Arnor Kingdoms..

    There is already a Second Age mod - but an early Third Age mod could be really fun!

    Why did they start fighting more than thousand years before the war?

    Okay, then, but why did the war start about twenty-forty years before the war? (Skirmishes, small battles and such. Fighting in Ithilien, etc...)

    Arnor was the dominant power - While Gondor was the second establishment.
    It was the split of Arnor into the 3 successor kingdoms (plus Gondor) that allowed the Witch King to further weaken the North to the point you know of in the mod. Gondor remained steadily with the same power (exceptions are Umbar region) but that soon changes also with the rise of power in Mordor.. essentially all of the Númenóreans were destined for destruction in ME..
