I Normally Don't Use this cheat. But when i do it for Genoa and Neapolis and a few others it says settlement doesn't exist. Is that something that was done on purpose or maybe there under a different name when using a cheat. Just wondering

well i always do "process_cq Genoa" without the quotes and it works

misspelling is usually the biggest culprit. I used to always screw up Halicarnassus in vanilla until I realized I kept adding an extra "r" after the "n"

It worked . But in the game its called Neapolis ! When using the cheat you type Neopolis. Weird. Genoa still don't work

in some mods some cities have some sort of error in them and you need to use the old vannilla name...so with genoa try using the name segesta...or was it segestica...i can never keep those apart....genoa is segesta i believe...segestica is more to the east....but i dont know...i never cheat

well i play it on very hard and i see how long i can last but i just do process_cq till i get the army barracks.
