    Default Protectorate options for neutral factions/Civil War

    Does anyone know what I can edit to bring up protectorate options for the campaign game. It only appears when I am opening diplomatic dialogue with hostile nations, but not with neutral or peaceful factions.

    Also, anyway to script the function to prevent Roman Civil War? Right now, the only way I've been stopping the Civil War is holding only a few territories. But I like to expand my territory more without triggering the Civil War. Any ideas?

    Both diplomacy and the roman civil war are hardcoded. Even you only holding a few territories won't stop it because one of the other factions will eventually initiate it.
