Why is there no Cirdan?

I'm not sure if it was asked before, but why isn't Cirdan a high elf hero? There is one High elf general that isn't know from the books or anything, so he would be easily replaceable imo.

Cirdan must be in the game, is the master of the Grey Havens and the original owner of one of the Three.
So he must be in.
As well as Glorfindel, Erestor, and others...

Why not use the names and characters of the books instead of the invented ones?

Isn't it actually Gandalf who has one not Cirdan?

Gandalf has one, Galadriel the second and Elrond the third.

It's easy, this unknown guy Aemornion (with ridiculous name) must be changed by Cirdan.
