I have an idea for the white counsel.
According to the lore:
The White Council is comprised of Wizards and Elves. The known members of the White Council are
Saruman, Gandalf, Galadriel, Elrond, and Cirdan.
The last meeting of the counsel was 2953. The starting date is 2956. So it would be still possible that one of the members would call a counsel. Every member had the chance to do so.
My idea:
Therefore it could be a scripted coalition between Isengard, High Elves and Silvian Elves. This should not be an alliance but something scripted, like the HRE in the HRR-mod for MTW.
1) If one of this fractions would attack an other good faction (e.g. Isengard->Rohan) every member would get the message that the white counsel doesn't exist any more.
2) Every member could call a counsel. The effect could be that their relationship becomes very much better, that the person who call the counsel together would get the trait "leader of the white counsel" and that the two other sides get money (e.g. +1000 each) while the player loses money (e.g. -2000).
3) If Saruman (therefore Isengard) calls a white counsel he betrays Sauron, which means that he is "excomunicated" by Sauron. As return Saruman whould become allied with the elves and Rohan, and in war with all bad factions.
This would mean, that the player could decited playing as Isengard whether he would like to be nearly good or totally bad.
4) If Isengard attacks an good fraction, all Elves should also declare automatically war on him.
Advantage to gameplay:
1) Isengard would be an many-sided faction but would be different to other bad fractions like Mordor, Rhun or Harad.
2) A game in which the player isn't Isengard wouldn't differ from the play at the moment, because elves can't avoid that Isengard attacks Rohan. And afterwards the white counsel wouldn't exist any more.
3) Some additional messages and oportunities whould bring more deep in the lore background that is shown.
4) The player would have the chance to choice between the good or the bad sites while the computer-Isengard would always decide for the bad sites. This would be lore correct.
