Do you mean immigration or the expansion of the EU. In the first map, it shows the member state and the second one is a map that expands a little less to the East and does not show any overseas territories.

Additionally, Europe is a completely arbitrary term. It is part of Eurasia and that's about it.

Most immigration is from EU migrants ( Polish and Czech Muslims???!) and cannot be regulated by any action other than leaving the Union. I don't see any provision for this.
