Some units that exist are unavailable?

I was trying out a few custom battles, and I loaded one of my Mordor armies. In it, I had the platoon with 10 Nazgul soldiers. However, it was not available for me to make in the list of units that they had. I could use them in the battle, so all of the files are there. However, I can't select them without loading this army. What happened?

The unit has the attribute "no_custom" in export_descr_unit - take it out and it they will be in custom battles.

Forces you to play the campaign.
Also, some mods have too many units available in custom battles per faction (there is a hard-coded limit). Probably not the case here, but it is in most cases. Same thing with EB legions in custom battle.
