Help Game CTD when I left click on "Citizenship" building.

I am playing as the Romans and one of my cities Ancona has the citizenship structure (the one that looks like a barrack) available for building. Whenever I try left clicking on it to see the building description the game crashes to desktop.
I have tried using the 3.4.1 hotfix from this thread; http://www.twcenter.net/forums/showthread.php?t=179715 but it still doesn't work.

Any advice?

I'm afraid thats a problem thats prevalent with most people.

You click to view the building browser, you right click(left click doesn't do anything with me) a building, then right click to view unit descriptions and you get a CTD to desktop.
It doesn't happen with every city. You just have to figure out which city it does and doesn't happen to.
It happens to me frequently enough.
I'm not sure why though.
Someone more versed in modding than me will have to tell you why it happens.
