How to turn off 4tpy?

When I start a new game I have 4tpy enabled by default. When I load a game, the advisory tells me to turn it on again by clicking the show me how button but the show me how button is disabled and I couldn't click it if I wanted I don't need to click it though -- the game just starts with 4tpy on.

The game gets too slow for me with 4 turns per year. I also try to play Rome with historically accurate expansion times and the other factions' pace of expansion is not configured for 4 turns per year. I end up with one superpower controlling most or half of Asia by 200 BC and pushing into the Balkans and it's not cool You know what I mean from your own games I suppose.
