Possibly because of the restriction of the spot. Last time it happened to me was with RTW. Can't remember what the reason was.

It reminds of similar results when you had two factions garrisoned in one settlement:

Check if some other character occupies the same spot from the start. Like an agent\character from another faction.

I just found out , that all characters inside a settlement can't be moved by move_character (well at least mine can't) , but those on the camp-map can ..

Anyway , found a workaround , so cheers

    Aha .. Interesting

@ gigantus : it was actually a workaround . I wanted some army to engage another army , but the first army was in a settlement , and apparently , engage_armies doesn't work in that case . So i just spawned a small army near the second army , let them engage , and the first army is a reinforcement

That is kinda interesting: will it work over longer distances?

No, I meant the engaging business.

    I use this command
    Code:
        siege_settlement Nagrat Ugli, Deep-Mirkwood, maintain
        siege_settlement Nagrat Ugli, Deep-Mirkwood, attack
    It works perfectly!.

yea , but i wanted to have the battle on a custom tile (the tile is 1 tile away from the settlement) , so i couldn't make it a siege battle (as i don't know how to add custom cities) , and i had to find another way ..

@ gigantus : Yep , afaik 'engage armies' requires the armies to be right next to eachother , otherwise you'll get an error in your log saying 'couldn't engage armies blahblah'

The army inside the settlement would have to be 1 tile away I'd presume.

Anyway yeah, there are multiple move commands, make sure you try them all out. There's 'move_character', there's 'move', there's 'reposition_character', etc.
