Two of the other Nazgul are agents of Sauron (like Inquisitors).

Wrong. In Vanilla the other can nazgul spawn after some time. The agents of sauron are no nazgul.

Could it be, that you used RC/RR before the update to 1.2? Because in Rc you had the nine as starting generals instead of some nameless orcs.

So what are Burz and Yaghur (they are inquisitors in all my games!)?

They look exactly like the other Nazgul: all black robe, big two-handed sword, armored feet and hands...

So what are those two fellas?
