.) You need pack file manager.
.) Make a new pack file, if you want it for private purposes, then just use your patch.pack file, ignore steps 3-6
.) If you want to release this to the public as a mod, in your new pack file, change the pack file type to "mod"
.) Extract the "battlefield_personalities_tables from your patch.pack file
.) In your new pack file, right click add file, then go to your ETW data folder then go to DB then "battlefield_personalities_tables", click into that folder, click on the file, it should now be in your new pack file, rename the tables or upon loading you will get a CTD!!!
.)Clone a row once you find an officer that you like (i.g. euro_officer2 or euro_officer1), it should appear at the bottom, delete everything else besides the bottom entry

.)If using your patch.pack file, find an officer that you like (i.g. euro_officer2 or euro_officer1)
.)You can see if they are officers or not is if their role is "officer" or not
.)Change the current model to an existing model that you, check out all the models in your patch.pack folder under the unit_stats_land tables then name the officer
.)If you did this in the patch.pack, go to unit_stats_land tables, and then change the officer to the name of your new officer, save. If you made it seperate, read the instructions further
.)Extract unit_stats_land from your patch.pack file, and add to your new pack file.
.)Change the name of the tables
.)Change the officer to your own for the units you want to use the new officer, then delete the units that you didn't change the officer for. You're done and save!
