Historically Xerxes did not die at Thermopylae. It would have ruined the vibe of the mod if you could kill him there. However if I recall correctly he can die after the battle. Of course you won't be able to kill him until you get to the Persian heartlands as he returns to safety.

Yes I know, but it makes it impossible to win the battle of Thermopylae: Xerxes will rout when you killed or routed +/- 99% of his army when you give him 4 morale points instead of 40...
... with 40 morale points he will keep fighting even when his whole army is killed/routed and he will kill al remaining spartans...
Exactly. The Spartans lost and Leonidas died. We went through a lot of effort to make the opening of the campaign as historically accurate as we could, including the sacking of Athens and Xerxes retreat. It would seem a bit pointless if Leonidas lived and Xerxes died.
I don't mind people wanting to change things, I don't mind people offering ideas on how they would like to change things, I do get a little miffed when people seem to think we released such an obvious bug when what we actually did was attempt to give a historical setting to the early moves of the mod.
Constructive critic and suggestions especially incl. reporting bugs (if they are bugs) aren't a problem, of course. Merely a wished item.

Why are you calling Dhalsim "Xerxes"? He's not hairy or smart enough to be Xerxes.
If Dhalsim IS scripted to be invincible, then why bother giving us the faint hope that we could change history by winning at Thermopylai and be richly rewarded?
