if im dunedain, and dont ant any folowers of melkor in my city shouldnt i have the option to kill them? it was done many times in real life. For instance Roma executed many christians

I dont believe its possible. Maybe through scripting but it'd hardly be worth it. A good idea would be to simply view that stuff as an abstract.

It is not possible to exterminate your population from another culture in the game. You should try converting them to your culture.
