Starting from scratch

So I really like this game, but I am getting tired of playing in an already developed world. How about something that allows all nations to start off with 1 region and work there way up from there. All the other "empty" regions are taken by natives or rebels of the closest nation.

I have been searching for mods, but I am surprised that nobody tried to make a mod like this. I saw the pirate mods, it sounds interesting, but it's not exactly what I am looking for.

It sound good, but it depend on what year it start and how long it last. I think it would be better if you wait til four turns a year once they fix it properly. What faction/nations would be playable? Becuz i always play the pirates! Wait awhile then you can try out our pirate mod.
