cant win short campaign

i play high elves, short campaign.

I have over 30 settlements.

OOTM are smashed. They have no settlements (according to settlement scrolls). Also according to toggle_fow (i didnt believe settlement scrolls).

i see NO OOTM family character anywhere. at least three orc diplomats hung around. do they count? unfortunately i have no assassins (high elves)

It's a bug. When a faction has no family members it sometimes becomes inmortal. You have beaten the campaign although the game says otherwise. My suggestion: start a new campaign or continue the one you have.
