What determines how good new ministers will be who do not yet have a role?
Like is it more schools leads to a greater chance of having ministers with more stars already available.
Also, is it best to have a revolution as soon or as late as possible?

Central to the way governments function is the cabinet, which is made up by the governing person (monarch or president) and the ministers. Cabinet members don’t appear on the campaign map, but they are very important characters. By hovering the mouse pointer over a functionary’s image, you can see his main effects on the game. For instance, below I have the minister of Treasury selected.
Thank you very much for the great guide!

Cheeers for a good guide!
But, I have always had trouble with going from CM to AM.
Any more advice on that, or is that pretty much it?
P.S.
I think you should include that flags change when you are a Republic, etc.
Maybe give us the Screenshots, if that's not too much work?
I could do that for you if you like?

Here you are
As you can see most republic flags are the modern ones from today. You should notice that the UP aka netherlands are not a republic anymore, but their flag hasn't changed
Also there are minor factions who's flag can change (for example, the barbary states republic flag is red), but i haven't seen that a lot

What happens if you manage to piss off both classes equally? Do you get two revolutions are once? Constitutional monarchy? Does the game explode?
Threads merged.
"Treasury: The most critical post in my opinion, he gives a bonus to global tax income, to growth in trade route income, and also affects town wealth (but the latter only in the Home theatre). Go back to my fine Chancellor of the Exchequer, Lord Bull. He gives 5% bonus for tax income, 10% for trade route income, 10% for town income. Suppose my tax income is 8,000; this treasurer will net me 400 more. If trade is 12,000 I will get 1,200 more. That’s nice."
I beleive this is wrong. From the wording on the minister, I assumed that.
A. trade growth is increased by 10%, or the bonus you get from a long-term trading partner gets boosted by 10%. in other words, if you normally gain 300 bonus trade income per turn, you will gain 330 the next turn, and 363 the turn after that, and so on. Not really that great in the short term, but I did eventually get +7000 trade income from a trading partner that lasted from start to 1770. Still, any break in trade kills it all, and 70 years with this AI? I have never done any experimentation, nor do I really understand how the bonus works to begin with, but I think that warrants investigation.
B. +10 town wealth per turn means that you receive 10 more income growth in a city per (industrial?) town, +10 income in all cities, or +10 income growth in all cities. I'm not sure which.
But the wording clearly states that only trade growth is increased by a percentage.

Declare a war, people love it, so long as you win.
And thanks for merging that thread I made, didnt see this one.
Hi everyone,
I'm playing the long campaign with the Ottomans and I'm trying to achieve a double revolution right from the start.
It works fine but the sultan I end up with in the constitutional monarchy can sometimes have dissapointing or even lousy attributes.
Do you know if the attributes are given randomly (in which case I just need to try and try again...) or are there certain factors that influence how great the new sultan/king will be?
thx
and happy new year too![]()
I think you need the lower class to revolt to get a Republic. I don't believe you can sack a king.
Wonderful Guide , congrats
