Why Cant I build a freaking Foundry Already!?!?!

I kept putting off posting something about this, figuring that it would solve itself or I would figure it out..

but I STILL cant figure out what the hell I've got to do to make a Foundry available for building...

now, I HAVE built some Foundries, it's just that in certain cities, they are not becoming available. most importantly, ROME, where naturally my best troops are trained, and I can put out praetorian Cav etc.
and after that Capua, which is my other main troop building city.

yet, North in Arretium, the Foundry became available some time ago... this, even though Rome was FAR ahead on the build tree in pretty much every area. so.. WTH!?

all I can figure is it has something to do with the temples.. my best guess as to what is going on is that cities with Vulcan or Mars (i.e. military) temples are not able to build Foundries... but, this seems absolutely freaking RETARDED to me, so I don't want to believe that it's true.

I'm really annoyed with this issue now.. Rome's build tree is almost complete, and I still can't put in a foundry. I want my gold/gold troops, DAMMIT!!!

you need the iron resource right? and besides you wont get any gold/gold troops unless you have temples that give +1 to weapons and armor

Vulcan w/ Foundry gives gold, so just make Arretium a retraining point for new legions and don't put a governor there (temple of forge gives bad traits). IIRC the iron resource needed for a foundry is the same as in vanilla.
