It's a faster way to enable units for a large number of factions. E.g. austria_group is not just Austria, but also Hungary, Westphalia and Württemberg (I think) and their respective Rebel factions.

So if make a unit that i want for only 1 faction (e.g britain), that can only be recuited from london, and give it an entry under 'great britian group' any faction that takes london can recuit it?
So how do i find out/edit the groups?

No - not everyone who takes London can use it. Every faction belongs to a specific group (you can check which under faction_tables), and the file you mention allows recruitment of the troop for all factions that belong to that group. The other file is used only for unique units (like Windbusche, or guards, or unique ships) rather than a lot of units. You can also find a list of all the military groupings under groupings military groups.

Here is a list of the factions and their respective groups: (sorry about the strange format - I copied it right off the .tsv)

You can do a combination of the two tables. E.g. make a euro_whatever_unit available to all faction groups in unit_to_groupings_military_permissions, but then set it to "False" just for Pirates in units_to_exclusive_faction, so that all factions except this one will be able to recruit the unit.

To change the region where a unit can be recruited, you need to go into the untis_table. There's a specific field for this. The available regions ale listed in region_unit_resources. The regions are coded into the startpos.esf file, so if you want to add more regions you need to edit that file too (which will require a campaign restart to see the effect).

I assume that for the purpose of your mod, the regions "england", "scotland", "ireland" and "britain_home_regions" (includes the 3) will be the most useful.

It's also worth noting that you can create your own group. You can do this by defining the new group in groups_military_tables and assigning it to the desired factions in factions_tables. You then need to make the necessary changes to unit_to_groupings_military_permissions.
