Senators it is regretful that we have come to this, that Rome no longer is safe and I would have to propose such a thing as I am going to do right now, but such is the times we live in. A time of traitors a betrayals.

I. Consul Appivs Tvllivs Marcellvs Cato will be granted dictator ship until the end of this crisis.
II. After the treats has been defeated and the security of the republic has been restored, all the power will be return to the senate.

Senator Falco staggers in, he is imbalanced, very skinny and still needs to use a cane, but this sharp eyes pierce the Senate once more.

"I oppose. The dictatorship motion must be phrased as following:

I - Consul Appivs Tvllivs Marcellvs Cato will be granted dictatorship for the traditional term of 6 months. He may step down earlier, if he pleases, but he may under no circumstance serve any longer than 6 months;

II - In these 6 months he will have full authority over the military, political and economic institutions of the Republic. However, he may not disband any institution of the Republic;

III - He will utilize these powers to fight any and all immediate threats to the safety and integrity to our noble Republic.

NB. If the danger is averted before the six months are over he may lay off his dictatorial authority earlier to increase his Reputation, his Honour and his Name.

The dictatorship is a duty, to be held for no longer than a given peiod of time. Not mere pure power to be handed out for any indefinite period."

At the Request of Proconsul [Hesus]:

IV - The Dictator must appoint a Master of the Horse as his second in command. This Master of the Horse will have Praetorial Imperium and is subject to the Dictator. His term will end either when the Dictator's term ends or when the Dictator dismisses the Master of Horse. If the Dictator dismisses the Master of the Horse, he must appoint a new one because there must always be one Master of the Horse as long as there is a Dictator.
