Hmm. This is another one of those people who does little things here and there, has a great attitude and is polite and active, then seeks citizenship based on a sum of all these little things. It's hard to judge whether he is eligible or not as its difficult to add these things and look at them as a whole. I will do a bit of research, read through his paragraph again, then make a decision.
I tried to find threads started by the applicant in the D&D forum to see how he managed a discussion from the beginning on a topic of concern 12 were found, but only 4 had more than a sarting post plus perhaps another insignificant post -- newest is last on the list).

The 1970s retro thread has 5 posts by the applicant, since I participated and was not responded to I will not comment, though the thread went nowhere

None of these are really first rate discussions by the applicant, but they are clearly following the spirit as well as the letter of the ToS. His style does not seem to use sourced articles or facts to a great degree. I have not looked into his contributions to discussion not started by the applicant yet (only 23 posts since the last application within D&D).

Based on the one thread that I particpated in that the applicant started and the lack of sources and facts to support his positions, I would suggest the applicant cannot rely on D&D alone for citizenship. His contributions to managing hotseat campaigns is good, but not sufficient. I cannot see anything of a contribution regarding the mods other than general commentary. As Xavier Dragnesi has stated, I am having a bit of difficulty to assess the application with bits and pieces scattered.

Seconded. He is generally polite and friendly but his debating is nothing special and he doesn't seem to have contributed much in other areas, either. He has apparently run some hotseat games and was a beta tester for a mod as well but I don't consider that enough for Citizenship. I'll have to go with a no.

I'm not able to find any basis for voting yes. Having gone through a bunch of his posts there isn't even one that stands out, as such I'm going to have to vote no.

I have again searched many threads. Another applicant who is likeable, a clear poster, and a polite member. But going on the accepted definition of sufficient contribution to the site that we are working with -- the answer must be no.

It's probably a good thing I didn't use his profile statistics to search, since he's mainly been active cheering on mods and in hotseats lately. A D&D search for his posts yielded better results, but notably there were a lot of one-liners and the vast majority of them centered on British politics, which makes me wonder if Rome voted yes just because he likes New Labour bashers!(actually, speak of the devil! Hand in the cookie jar!)
I wonder how we only got 4 votes on the last one. That's odd. Anyways though I think he needs to spend more time debating and if not broaden his scope at least present more academic viewpoints for such a small subject area. That is assuming he doesn't in the future succeed on modding merits, though I can't seem to find what those are so as to encourage pursuit of certain venues in modding.
Overall I think he just needs to pursue something more avidly that interests him and become a major player in it. He's been here for a couple years so he doesn't need more time to simmer or anything, just a matter of a fairly average resume so far. To be honest, the kind of contribution I see from Incontinenta is the kind of thing I think the site should expect from all members, but the non-citizen member standard has fallen a fair bit in the last few years, making the gap between non-citizen and citizen seem wider even though it isn't.
