how often do kindoms get new generals?

If you play OoMM, Mordor or Isengard you get a new general by adopting them.
The other nations get them when family members come at age

When I played as high elves, I somehow got 19 generals and had
7-9 regions, don't know what I did to make these elves so horny.

Yeah, the problem is, some factions you don't play donot get enough so they die out sometimes.....

IIRC the more provinces you got, the more general offers you get.

i never have problems getting enough. Conquer and they will come...
