    I'm new to but I think you can do it like this, haven't tried myself yet. . .

    You need the latest ESF editor tool (1.4.3.0), open up your startpos.esf file with it. . .

    To get to where I think you change it the file dive progression is like this. . .

    Main/Starpos.esf --> Campaign_Startpos --> Campaign_Env --> Campaign_Model --> World --> Faction_Array . . .

    Once in faction array each folder will open up a particlar faction window, find the one you want and in there you should see a following drop menu and find "Government", the window that opens up when clicking on that you should see a designation of the following. . .

    gov_constitutional_monarchy
    gov_absolute_monarchy
    gov_republic

    or whatever else there may be. Change it to whatever you want for whatever particular faction, save and start new campaign. Should work, I'd think. Like I said I dunno much either, just learnin
    The scribes on all the people shove
    And bawl allegiance to the state,
    But they who love the greater love
    Lay down their life; they do not hate
