When should I do this? It seems useless against siege engines.

with regular archers i use it versus cav or heavy armored units, since there is a burning chance, with elves... i never use it

Armored Units? Does it hurt more them than normal arrows then?

use it for more damage and morale lowering of your enemy - but notice that fire arrows are take loniger to shoot and they are not that accurat

What Jan said. You can also use them to cause Mumakil to run amok as they fear fire.
