    First, it looks like you have Vista...
    Second, IF you have vista, installing mods into the "program files"-folder is a bad idea, since Vista tries to protect this folder from alternation of the files within it.
    Either this is the problem, or the install-file that you downloaded is corrupt, either by a flawed download on your part, or an actually uploaded corrupted file.

    Also, do you have UAC activated, if you are installed anything on C:, you should make sure to have it off, otherwise you'll get some weird, undesired things happening to you?
