Curiales class(Curiales Guilds) 2en tier level..needed to have higher level trade.

The development of money lending has given merchants the opportunity to see the opportunities to make considerable passive income by trade and certain crafts setting aside a large amount of money thus creating urban middle class guilds. These guilds were economically benefited the middle class by discussing thier trades and by learning better ways to expand their production. This not only brought prosperity to the middle class within the Roman empire but also to the Roman Empire itself.

Provinces were made smaller and appointed over each was now both a civil and military governor. This generally increased government interference at local level and took affairs out of the hands of the middle classes of the provinces. Once they no longer had an important role in the governing of the empire, the imperial administration was able to tax the urban middle classes to the point of destroying them, at least in the western empire.

This I believe a good playable example that shows the how the WRE by the 4th century was feeding upon itself as it declined. Within the the next patch this will be included, thus I think to give the realistic predicament faced by the WRE by the 5th century.
