Can't recriut foot soldiers (?)

Playing Roma Surrectum 1.5 (w/BI) as Rome, I went and conquered Sparta... and then found that I couldn't recruit any foot soldiers (Hastati, Principe, Legionaries, etc.) from there. Found a similar situation in Thapsus.

What's the point of being able to build a Feild Of Mars in a city if all it lets you do is recruit a Governor General???

Only two that I've found, so far anyways.
I haven't actually built a Field Of Mars in Sparta yet, just a Militia Barracks, but that should at least let me build Hastati there. The reason I say what I say about a Feild Of Mars in Sparta and Thapsus is that when you check out the Building Browser in those two cities... the Feild of Mars (and every other kind of Barracks) is listed as being able to produce just a Governor General.

Does all this change after the Marian Reforms, or is this a bug?

Does "Zone of Recruitment (ZOR)" or "Area of Recruitment (AOR)" tell you anything? Certain factions can recruit some of their units in certain provinces only. This is based on faction's history, culture, etc. This feature is used in most of the mods (if not in all of them) both on Rome TW and Medieval 2 TW.

there is no point in building a baracks in sparta, its a waste of money, use it elsewhere that can help your empire.

Well then the AORs are broken. Republican Legion II has an AOR of "Gaul, Greece" while Republican Legion III has an AOR of "Greek". I'm sorry, but why are "Greek" and "Greece" both listed for an AOR? Aren't they the same thing?
Oh, and you can recruit NEITHER in Sparta. How is Sparta not "Greek" or "Greece"? Meanwhile, and you can recruit Republican Legion II in Carthage... which is nether Greek nor Gaulish. WTF?

So, ok: Fine you can recruit some units in some places and not in others.... but it doesn't make sense that some places don't allow you to recruit an entire class of units. Conquered Sparta? No infantry for you! How does that make sense?

By building Army Barracks in Sparta you should be able to recruit the VE Legions. The same goes for Carthage. None of the Republican Legions is recruitable there, but the VE Legions are (I loaded my campaign to be sure).
