EU3 installation troubles

Alright, so I just bought EU3 gold version off of steam and after installation I can't run the game due to an error with directx. It says d3dx9_35.dll could not be found and that reinstalling may correct this issue. However I've reinstalled the game and my direct x is up to date with version 10. It did this on 2 computers, one of which is running vista and another xp so I'm not really sure what to do.

Edit: I fixed the problem with the xp computer but it can't run it anyways due to a lack of pixel shader v2.0 on the graphics card. But with Vista, I can't reinstall directx because the microsoft websites ays it must verify that I'm using a legitimate version of windows but when I try to do that it won't verify it.

Can I install previous versions of directx ala directx 9 when i already have directx 10 w/o complications?

yes.I have yet to encounter a problem with it. The link above should tell you correct sites to get it from.

To fix that problem you need to download the error file or the missing file, After you download the file you need to RUN or install it again.. I have a sites that you can download the files.

Install the latest directX9.0c. It will with all likelihood contain the sought after file but it will also get you a proper installation so you won't get other odd problems.
