Er... Don't be surprised if this thread gets closed by the way, there have been a lot of threads about this in the future.
And if you don't feel like reading the official one here's the quick answer from yours truly!
"Custom settlements, as they take a long time to make and a lot of hard work, may be implemented in later releases... (This means v2.0 possibly, maybe even longer down the road)."

Yes, there will be custum settlements, but this is going to take a long long time...... Version 3.0 would probably be a good time indicator.
