Emergent Factions Playable?

I have been wanting to play as a few emergent factions recently such as Scotland, Ireland, Norway, Greece, etc.However i can't find any mods that let you play as them.Could someone please tell me if there is a mod already created or if someone could create a mod ? And don't tell me something about it not be historically accurate.

I don't know if this is the right place so if it isn't,please move it.

Well i can't do that as i did try to mod Medieval II in a similar way and i ended up breaking it.And i'm not wanting Empire to end up the same way.But i'll still rep you.

I think this is the only one of its kind, though. Surprised no one has done it for scotland or ireland.
