Creating A Legion

So I am aware that I have two legion banners, Consular 1st and another, so my question is can I create more legions? Or are these two the two I will play the game with? So is there any sort of specific constellation of troops I need to create a new legion?

The Legion Banner appears as a "retinieu" after your general served 10 years in the roman army, then spent a while ( 2-3 turns ) in a town and became a former tribune, and then went out and merged with some infantry unit ( no matter wich, one unit is also enough ). He then will gain that banner and you can make up your own constallation of the legion he would lead, hopefully, to victory
