Yeah, look at APE:TI's mod core file. I added region traits but it's mostly the same for character traits.
Just do what I did for the traits and you'll be fine. You have to add a new entry to the traits list, add levels for the trait, add effects to the levels, if you need to define an anti-trait and then create triggers like in the vanilla triggers.lua file (get it from patch.pack). Then you will have to add names and descriptions to the localisation files, and you should be fine. It's a bit complicated so don't get disparaged if you have to try it three or four times until you get it to work properly - I had to do it like ten times because I hadn't seen the traits list file for example.
