How come I can't recruit soldiers in conquered areas?

I'm Gondor, I recently took three cities from Harad and two from Isengard, they are regrouping now and ready to take them back and I have a problem. I seem to be unable to recuit soldiers.I've had those cities for about 6-10 turns each, I thought it was because the guard and archer buildings were orc buildings so I destory them and created gondorian ones, but still I can't recruit anyone.


Is it because I need more influence in that area? A glitch maybe? I'm I only meant to stay within Gondor's limits?

You probably don't have enough culture % in those areas to build units. They're too many Followers of Melkor.

Well not everyone has played Kingdoms "Wallace"-campaign where this culture/reqruitment is from..

Build Buildings which spread your own culture. Progres can be checked from city's detailed information scroll, and more the culture you have in the settlement, more advanced troops you can get. And use "search" option in these forums before making new thread. I believe this has been asked many times before here. And I also think this is mentioned in FAQ.. not sure about that thought.

Build libraries, schools, etc. to raise your culture level (check it via settlement details), I think you need at least 10% for basic units.

I'll assume you're not playing the RC/RR 'lore edition'.
