Appearens of II and III Republic Legions

I went in the year 515 AUC , conquered Mediolanum and Patavium , but nowhere the II and III Republicans Legion appeares, did I something wrong ? I upgraded Barracks at the prorer level nothing more .Please someone could help?

The III legion appears in Sicily if I remember correctly

The 2nd legion (the red one) can be recruited in Gaul, probably in Germania and also in Galatia (in the middle of Asia Minor). The nearest cities that you can recruit them in are Massilia and Aventicum.
The 3rd legion (the blue one) can be recruited in the city of Syracuse, Saguntum in Iberia, Greece, Macedon and the "Balkan" regions, Asia Minor and Cyprus.
In all of Italy, on Sicily (except of Syracuse), on Corsica and Sardinia only the 1st legion (the white one) can be recruited.

Are you referencing the white 1st Republican Legion Maniples? That's the only white 1st legion I know of. For me, the 1st Republican Maniples (White) are recruitable all over Italy and Sicily. The 3 VE Legions came after building Army Barracks, with Republican Legion I VE (Red) available in Italy, Republican Legion II VE (Blue) available from Syracuse and in Greece and Republican Legion III (White) is available, well I'm not 100% sure. I can recruit Republican Legion III VE (White) Triarii from Syracuse, but only Legion II (Blue) VE legionaries... not sure where you get Republican Legion III (White) VE legionaries, but I bet the legions_AOR_revised.txt can shed some light on the subject :D.

3. Illyria, Salona (or Scodra) legio3 (Also Republican Legions III)

8. Zeugitana, Carthage legio8 (Also Republican Legion III)
9. Venetia, Patavium legio9 (Also Republican Legions III)
10. Attica, Athens legio10 (Also Republican Legions III)

italy gets the republican legions 1 (republican legions are the hastati, princepes and triarii) gaul gets republican legion 2 and greece gets republican legion 3. VE legion 1 is in italy and VE legion 2 is everywhere else

I never saw the other Republican Manipular Legions II and III... guess I jumped to the Republican VE Legions too fast :\. That and I didn't expand very far and not at all North or East when I had the Manipular Legions. Ah, well...
