I agree. Gets so damned annoying.

    Example:

"Hey, give us all your land. We already occupy it."
"No. Even though we have no army or government at the moment, we will fight"
    "Damn you!"

This part should be modified so the AI won't be so stubborn about it.

do you have in nomine? if so you can check up on their war capacity.

Furthermore, do they have armies? If they have armies they might not give up as much as they ought to (they figure they can recapture and reinforce).
Even if there is basically 0 men left in the army, the AI calculates that not on how many men are actually in the army, but rather how many units there are in total regardless of if they are fully reinforced at 1000 or not.

Basically I as Italy recently got into a war with Spain, occupying most if not all of their european provinces, but it wasn't until I smashed their armies entirely in spain and had done a number on them in south america (attrition really helped there...just watched them pathetically try to siege and assault my fortress and then swooped in) that they gave up Rousillon, Girona, and Barcelona, which certainly aren't cheap.

Also, might be useful to know, but I think in EUIII if you hold a province for such a long amount of time and fighting basically ceases you will receive it (kind of like how an automatic white peace happens if there's no fighting)

I like how Warscore works. Makes war not about total annihilation but of vassals and slow conquest. I can't stand it in HOI2 where no one ever accepts peace and its about WAR WAR WAR
Minister for Home Affairs of the Commonwealth v Zentai [2012] HCA 28 per Heydon J at [75]

Analysis should not be diverted by reflections upon the zeal with which the victors at the end of the Second World War punished the defeated for war crimes. The victors were animated by the ideals of the Atlantic Charter and of the United Nations. The Universal Declaration of Human Rights was about to peep over the eastern horizon. But first, they wanted a little hanging.

I don't like the 100% limit. To me, 100% implies TOTAL victory. LIke, if I manage to get 100% on Spain or France, I should be able to vassalise them. In my games, vassalisation for any sizable state costs well over 100 points.
