custom settlements

For starters this isn't a 'will there be custom settlements?' thread. I am just curious as to what goes into making them. That is all. Oh and BTW like a lot of people, I can make 3d models of building using the easiest method possible which is Sketchup but apart from that, I know zilch. (BTW i've used the search function, because I've learnt a few hard lessons from angry users. )
