Annex Papal State Problem!!

I beaten the Papal States back to only 1 province and yes im sure it is one province they have left because when i took Roma i had 100%, but i cant

ing annex them, im pretty much a noob but i almost own everything of italy unless Roma and Venice and then i also have some cities on the balkans and im playing Whole World Mod...

You're sure they were an OPM BEFORE the war?

Also had that problem in my venetian campaign, they were allied in a war against me but I couldn't annex them and it said 100%

Maybe it has something to do with the WWM, like it doesn't allow anyone to annex the Papal States?

Weird, I use the Whole World Mod and have annexed the Papal States dozens of times. Are you the Pope? I don't think it allows you to Annex the Papal State if you are the current controller.
