How to make and mod flags for ETW?

I need a basic english tutorial on how to mod the flags for ETW and were to get the programs to do it. Where to locate them and how to change them. Thanks because it want to make them more historiclly accurate to the period because no other mod seem to get them right. Please help! Thanks

You could d/l one of the current flag mods on here and just look at their files using the PFM, it will give you an idea of the structure and locations of the files you'll need.
