Obama Not In My Recruitment Queue

It's 210b.c. and I have several fully stacked legions ready to invade Gaul and drive the Carthaginians out of southern Italy. I also have to retake Messana; for some reason I only concern myself with the Italian Mainland at the start of every campaign. As you might have guessed, my economy is DEAD! I am seriously considering enrolling my legionaries in a Dave Ramsey course! Does anyone have a tip for maintaining a stable economy while still being able to man the defenses? Perhaps a government stimulus? Socialization of healthcare? Any replies would be appreciated!

Uh, stimulus and socialization of health care are the worst things you can do to any economy, as we're discovering the hard way.

Just wait until you are about 150 BC (~300 turns) in the game and there is no defence, social or economical welfare or any other political charter good enough for the civil strife and rebellions everywhere
