Icon4 Where are you Isengard? Come out to play!

Well dont know if it is a bug, since i am fairly new to this whole mod-thingy, but here it is:
(TATW up to patch 1.1 w/Generals age script)
In my 290+ campaign with Rohan and with Silvans quite early destroyed (properly and utterly due to lack of testosterone on their males ) I have spent the better part of 10-15 turns looking for the last settlement of Isengard and have not found them. They are like a 'ghost faction'...

Funny part is that although I got a 'mission' to blocade their port (and indeed with my fleet attacking it was saying 'Isengard port') but when my army arived soon after I discovered a High Elven army besieging a rebel settlement even though I got no notice of them being destroyed. In fact they are still no.1 in finance!!!

Is it possible for them to have respawned in the lower parts of the map where I have yet to reach?
I would post a screenshot but I am prety sure the only remaining territories belong to Harad and Mordor. At least I can see them two roaming stacks close to my southern borders. Rhun was destroyed properly as well some time later but still Isengard appears on my diplomacy tab.

So basically it is a no-win situation for me since I am on a long campaign victory conditions...curse Saruman

    cheers

EDIT: Isengard falls under the 'orcish' faction rule of thumb and if so the bug fix provided is save-game compatible?
EDIT2: Well the fix works wonders and as an added bonus not only Isengard is destroyed but also the OotMM AND Mordor!!! hehe i did not know i was left with only Harad.... (To the mods: feel free to delete this and apologies for your time)
