I have planned the changes in a way that I feel would make the game pan out in a more life like way in terms of the political map of middle earth.......possibly.....maybe.....ok lets not over analyse it!

So who ever is rules over saurons old pad when Mordor is destroyed provided they have all their other regions will win
I think if the evil factions are left as they are it is best as they were trying to create an empire of sorts so pragmatic expansion on their parts might be best?
