city building possible?

hi guys,

I was wondering (after reading alot of questions about custom made cities like minas tirith, hornburg, ...) if there is some kind of editor with which you can make cities? if so where can i get it and if not how then do you make cities?

No there isn't however if you're really interested in it go to the world modified thread in mod workshop i don't think they're using one program though and they're not even sure if it's possible to put on the campaign map.

it was possible in rome total war, however not sure if it is now, will check that thread out thx

theoretically it is possible, but it is a hard process with many limiting things.
