you can toggle it - in game press the Tab button, and then type toggle_fow
I believe it's the tilde, button...?
"~" <---that one? Then type toggle_fow
Also, you can open the *rome installation*/preferences/preferences.txt file and find an entry there, nine lines down:
FOG_OF_WAR: TRUE
Just delete "TRUE" and type in "FALSE", save, and play away.
(always safe to save a pristine backup of the prefs file, just in case)

@ angry chris, now i might be wrong but i'm pretty sure i saw LT (SPQR creator) say that he removed diplomats for everyone except the roman faction
Noone would know why though? I saw my first roman diplomat (failed to assassinate) and thought i would ask.

LT removed the diplomats because thy would start problems with the expanding of the factions. Parthia bribed one of the greek cities in azia minor which caused them to become a super faction. So to stop one faction from becoming a super faction lt removed the diplomats.

All of SPQR is built around the idea of a phenomenally challenging and engaging Roman game.
To this end the other factions have been adjusted, tweaked, and changed to provide the most dynamic gameplay for the Romans. Diplomats are absent because if they remained, the AI factions would use them to forge alliances and establish trade rights amongst themselves, thus vastly randomizing the gameplay, and destabilizing the effort put into balancing the factions as they are.
